Импортозамещение

На University of California, San Francisco подана большая и толстая административная жалоба с перспективой судебного иска, в которой утверждается, что университет незаконно сократил 61 штатного сотрудника и прекратил контракты 18 внештатным, чтобы отдать работу на аутсорс и заменить персонал завезенными из Индии через бодишоп H1B-компьютерщиками.

А как же всякие GlobalLogic, EPAM, и все такое. Люди работают на эту контору; но проекты-то в других конторах.

They pretend that people work for them. Regulators pretend they don't know how it works. Until somebody complains. Then regulators pretend they just realized what's going on and start doing something. That 'something' sometimes leads to nothing, but sometimes to fines or\and prosecution. Why the results is so different I don't know. But I believe owner of that LJ, mentioned the cases when bodyshops were prosecuted for H1b fraud in her earlier publications.

I understand there are cases where H1B fraud consists of breaking the laws. Like keeping people on bench, not paying them prevalent salaries, bringing in people with fake credentials, giving them the jobs not declared in H1B filings.

But talking about generally abusing H1B by keeping the salaries lower for matching skills, all this stuff, while it's obvious, it's not obvious to everyone, it's mostly in the eyes of beholder. More, thanks to Bill Clinton, an H1B holder can relatively easily move over to another company, so what's the problem?
